The owner of Telegram is Pavel Durov, born on October 1984, was a Russian-born Emirati entrepreneur who is known for founding the social networking site he co-founded Telegram in 2013 along with his brother Nikolai Durov. Pavel Durov is also known for creating VKontakte (VK), the largest social network in Russia, before focusing on Telegram.

Pavel Durov established Telegram in 2013 and remains the primary owner of the company. While there may be minor stakes held by other investors and partners, Telegram has not disclosed its ownership structure and is unlikely to do so unless it opts for an IPO in the future.
